Don't know if you have had any luck with finding your Charles but a suggestion for finding his birth record might be to check records across the border in the Eastern Townships, especially St-Cajetan-de-Potton in Mansonville, Dunham, and other Brome County townships.
Many French families slipped across the border from Vermont into these towns to register their births, marriages, deaths etc.
Worth a try, good luck!
