I do not know if this will help but for WW II (KIA) their is a seperate file located in Va. So if his records were destroyed in the St. Louis fire you might try this:
It's called the Individual Deceased Personnel File (IDPF)
Total Army Personnel Command
ATTN: TAPC-PED-F
Alexandria, Va. 2231-0482

What I write is :Under the freedom of information act I am requesting a copy of the IDPF of
and if you have his service # who died (date of death) during WW I, I would also include his date of birth and other inf. that might help them in finding the file.
It will take a month or so for you to receive a reply that they received your request then about two - six months if they have the file.
